in case you cant read well. It says the city need 70k development for tuna. The max dev a city can reach without east asia patch is 65k, so no tuna for you there for a while.

aint gotta defect to Venice to buy it - can simply start a new account- new character Venetian & join to your current comp (or if you create 5 accounts can start your own r5 company)

this way you can sell/buy tuna etc in comp shop from yourself, you just gotta advertise it slightly extortionately so others dont buy it or its more profitable

i do this...

The trade goods list on this page shows that the tuna is free, 0 Ducats. But (as I mentioned above) it is not free, not 0 Ducats, but 2411 Ducats.
And since the page mentioned it to be free (after investment) I did expected it to be free, yes.

I have yet to see Tuna or Dandelions being sold here. I think they need to update this page a little...

@Nako the page is fine. You need to understand what you're reading on this site more before you comment like that. You wouldn't be able to see tuna and dandelions sold in Zadar if the city is not developed to 70,000 and you don't have 700,000D invested in it. Just like how it's written up there.
