Two things that need clarification: (1) Does the Retaliate EX effect proc during PVP (or is it limited to PVE); and (2) does the Retaliate EX effect proc when equipped on a turtle ship.

I can help with the first; the skill description states clearly that it does not trigger in PvP battles. I can't comment on the second though it's been my observation that all sailor equipment of this nature tends to rely on existing ship skills for their effect to function.
