other sources state merchant guild, but they could be wrong, I can't see the quest although I have the required skills, I believe. If there are pre-quests, what are they?

it *is* maritime guild and unless I was lucky there are no pre-quests. took a special QMP to raise it though

Ignore Xiao, Nina. It's strange, but there are times when specific quests come from different mediators; perhaps it's meant to spice things up, perhaps it's to encourage players to try new things... who knows but the programmers themselves? In any case, Arms Dealers handle weapons, so it makes a certain kind of sense that this job (trade related though it be) would come from a battle quest giving mediator.
