They basically give you a boost (30% I think, cant recall the exact number) to the number of points earned when you chart maps out in the ocean with Mercator.

I don't exactly remember which quest but Doing all the quest that leads to Xanadu you will get it as a reward from one of the quest

If you have Pet Training skill and a Pet with Land Area (Search) skill, this item can be acquired from East Ceylon by using Collection/Procurement. It's not the only item to be found there though, so don't expect to stack 200 of them in five minutes or so. Cheers. I wonder which sea zone, if any, a pet with Area Search (Sea) skill might also find them...

This gives 15% boost, making something like Swan Feather Pen the better option.
