These give no skill boosts, and only require 500 fame to equip. Mysteriously, I'm told they don't currently seem to be sold in the Atlantis item shop, nor are they apparently produced by any recipes. Maybe they'll be added in during a future update.

It doesn't seem like it (as of this comment). I did visit the JP UWO servers of Astraios and Eos to use its Japanese name as a search term for their server-wide company shop item search; I found no sandals, but it did recognize them as a valid search term. Interesting.
