If u check the map requirements, it says "Colony Requirements Central Capital" Anyone knows what that means please?

Archives from national territories at America(Cayenne, Caracas, Willemstad, Trujillo, Grand Cayman, Pernambuco), need to have metropolitan status ("Central Capital")

If one of the colony cities named above matches that "Central Capital" status, then yes, you should be able to get the map from its archives.

Quote some other folks on this site:

Central Capital is reached after the 3 fields (culture, trade and maritime)exceeds 40k

to see actual values, try to present a discovery to city official, or donate to shopkeeper. in that new window actual points are displayed.

I just saw a pair on an aide running a bazaar set up by Donce. So, if the conditions listed above are met, it's possible to get map for these boots! Just too bad they don't have any skill boosts.
