wonder what this "reduced supplies consumption Rank 2" means? Ii it like better frugality? In such case this cloth would be good for nanban trading, because you would need less supplies during the trip.

That's what I'm hoping is the case. It may also stack with/enhance Frugality skill, which already combines nicely with Paymaster Cabin. It'll be interesting to find out. Now here's a quick GAMA walkthrough on the event (though I'm sure somebody can do a better version than mine; if so, please leave a link to it).

Talk to Grave Keeper outside of tavern in London to start. Then...

Dice Battle (London - Square Fountain): Talk to Jack, and 'Roll' a dice number higher than his to win. Seems like a random outcome.
Clone Hunt (Amsterdam - Various): The goal is to talk to Jack at the harbor port official, then find a specific "Suspicious Man in Disguise" NPC somewhere in Amsterdam, accuse them of being Jack's clone, and then report back to Jack before a 5 minute timer runs out; one of the Halloween Participants outside the tavern will give a clue as to which NPC to look for (IE, "I saw a strange person with an afro wandering close to the Doorkeeper. Are you talking about that?"). I'd suggest checking out the looks/locations of all the "Suspicious Man in Disguise" NPCs in town before starting the timer, to be extra safe.
Trivia Test (Seville - Square Fountain): Just answer Jack's trivia question correctly. JP linked cheat sheet may actually not correspond with GAMA trivia questions, but some things you can just figure out through searching this DB. ("Foolish voyager, tell me... Which of the four listed towns sells bacon?!" "Ivyro says it's Dublin." "Eek! How did you do that!?" "21st Century Adept of Ages title.")

Note that you can only challenge Jack in each city once per real life day, regardless of win/lose outcome. Grave Keeper Apprentice NPCs in each of the three cities can give rewards for each time you win an event battle with Jack; you can pick up all rewards from any apprentice, so if, like me, you accidentally left the North Sea for Seville without picking up items in London/Amsterdam, the Seville GK Apprentice will let you collect all rewards, each time you talk to her.

I'm guessing the ... pink ... reward clothes require a certain number of victories. We'll see.

So do you get these after part 2 of the event or what because I got a pumpkin mask for completing all three tasks once.

It seems you get this reward when you complete the second part that starts on the 20th

Steps for the second part of Halloween 2015 are pretty simple. After obtaining the Pumpkin mask:

Talk to the Grave Keeper outside of London's Tavern
Find Jack the Monster near the middle of the British Isles North landing point, and challenge him to a dice game until you win; this can be done more than once a day
After winning, return to London and talk to the Grave Keeper again. You receive the pink Wizard Clothes, and can still keep playing the other Jack events once a day, until whenever the Halloween event is removed from the game.
