You can get it in Venice, quest called lion heart or something like that, they pay 80k for quest, and you need appraisal r6.

I found like 8 of these when searching Comp shops in Seville. They go for about 40 to 50 mil.

And I think this is the best piece of armor in game that doesn't require you to be in a battle-type job or have notoriety.
