Lol indeed バッカニア lvl24 drop this & they spawn in South America North Coast Plateau landing (the one just east of Caracas). Got it today from one of them.

IIRC, plunder skill can raise the chance of NPCs dropping items, the same way storage raises the chance you'll lose less ducats/eq if defeated by NPCs (or PCs). Higher ranks = skill works better. But I've gotten items to drop from NPCs without it.
