Beginning with Chapter 3: Cetus, this can randomly be obtained from treasure chests in the bonus map (unofficially designated "Fiddler's Green") that is found in the Sea of Wonders #1, Lighthouse of Alexandria version. More details on the SoW page. No item stats for now since, er, I can't find anything concrete on the item currently.

Although, this outfit can apparently be strengthened/improved via alchemy (as seen in the screenshot web source). At present I haven't yet found the final results of that alchemy process either and can offer little else, other than the usual UWO DB line: "it's very hard to do." Cheers.
