Also FYI the Old Page is not necessarily based on Asian servers for instance my friend from HK plays there and said Ironsides can only be improved 8/8 even when level cap is 70 and East Asia is out etc. So unless the Old Page is based on when level cap is 75...... which it then still shouldn't concern us cause it's too far away into the future. You just need Gunnery rank 1 to spawn the quest and you need to go sink a fleet somewhere (location different depending on which city you get the quest from).
