Are these just the tree models inside towns? If so, why are they labeled as consumables?

Correct, this is a cosmetic decoration you can attach to some colony buildings. They give no benefit or effect other than looking neat. As for being labeled a consumable, I suppose the UWODB admin(s) did not create a unique category for everything in the game... I've seen other unusual examples of this in the past. Cheers.
