Can anyone tell me what this actually does. How does it affect? Nothing written on if it affect levels on 1 of the 4 groups.

If you scroll down to the bottom of the home page there are some links. Including 1 to Company Colony & Trade Goods. This will get you to very useful info on this. Basically a Rank 1 lab will add 600 points of technology to your colony. The trade goods your colony offers for sale are based on what buildings your colony has AND your colony's points in 4 different categories one of which is technology. So if you want your colony to sell goods requiring a certain level of technology to be offered you would need to build buildings, including labs to hit the required point total.
