When exactly can i use the "stockpile" function to make those items without the ingredients?

I know i can check the IR Port status at the merchant mediator, but seems sometimes i can use it at the booming status, sometimes not.

It's at booming status? Must be at the port my nation is affiliated with?

(This is also usefol for rank up the pursuit prodution skill.)

@bakabaka please check "Factory Icon". While this icon appears in front of IR port, You can use "stockpile" function.

Yeah, seems that this icons tells when i'm able to produce at IR ports, but i think i can only use the "Stockpile" function at the forge at my own nation IR port.

This stockpile function is what raises up your pursuit production of Fracturing cannons without consuming Sophia points.

Yes, you can only use Stockpile at your IR town sadly. My best advice is to go to Manchester and use the recipes there; it will (as the Pursuit Production tab under the UWO railway guide states) also count to Fracture cannon points. You will need the ingredients as it has no Stockpile option but at least you can advance your Pursuit ranking.
