It is unknown that the certain NPC which has this tech. I heard from some mates they oabained "Wild Bullet" RANDOMLY at NA(Rockey/Niagara) with their higher Finesses and Skills (Gunfire/Sniping) rather than required Tech/Skills. Ofc they used FAM or other Item which increase Tech Acquisition.

I succeeded obtaining 3R and 4R Quick/Feint Tech with Gunfire 7R/Sniping 7R, Quick 41/Feint 43 each at NA(Rockey/Niagara) however couldn't get the very "Wild Bullet" with Power 27 at the same place.

It seems that this Tech need higher Skill Rank and Power Finesses than the required number if we can gain it more easily.

ofc, there would be other NPCs which we can learn this tech RANDOMLY, but I selected NA area cause this land is familiar to me haha

I used Finesse Acquisition Manual too. Also heard from one of Tech veteran that he obtained this randomly at Rockey Mountain when their Power finesses reach 50 ~ 60.
