With a recent patch, the acquisition requirements for this tech are now R7 Gunfire, R7 Sniping, with Gun power finesse 37 and Snipe tech remaining unchanged.

Funny thing, a gun-using friend learned it while fighting in the Temple of Poseidon endless dungeon at Atlantis, against a pair of Exile Lv43 enemies... who were only wielding swords and throwing knives. Which runs a bit contrary to the usual expectation of 'let an enemy use the tech on you first, then beat them to hopefully learn it' strategy often employed to get L4 techs.
