    The probability of receiving Critical hit decreases during
    a Battle against NPCs. Will also apply to nearby Apprentices.

Acquiring this title seems to require:

Obtaining Veteran Admiral title
Maritime/Battle Level 87
Completion of the Grand Admiral job card 4-part quest chain (Port Royal/Henry Morgan storyline)
Completion of a battle quest from Santo Domingo - Subduing Wanderers seems like the right one? It should give the job card for High Commander job.

Battle's not my specialty, so perhaps some others can fill in the blanks a bit better than I have. Cheers.
