Battles on a Steam Ship -- London/Lisbon Maritime Mediator
Pig Delivery Request -- London/Lisbon/Seville Merchant Mediator
Steam Ship Investigation Report -- London, Lisbon Adventure Mediator
You must be and stay on a steam ship for it to appear and for the whole quest
But you can be towed in fleet, no problem
