One of top 10 questions scientists (and GM, apparently) still can't answer : What is this skill for (in Maris)?

It's a Boston skill for the Shipbuilding job. For us on Maris this skill does... nothing. On the Japanese server, you would get some sort of mini lottery ticket(s) based on the amount you spent. This was apparently omitted/skipped for us but they didn't bother to replace it with anything. We're trying to get this addressed, and hopefully fill it in with something.
