Why isnt this college skill showing up for me? i have more then one of the skills require R7 or higher

ok can you explain that? what conditions do i need to meet? my skills reach the required amount and ive subbmited almost 200 researchs, So what am i missing?

Remember that the scholar can't give you a new course, you have to go to oxford and talk to the professor to unlock anything you don't already have.

i only go to oxford never the Scholar did i graduate hell idk every cutscene i did i sped through, so sould be possible i did but idk

I got it and im new to Oxford, i manage to unlock it with base quest available there.
