it give acceleration...each ship have its hidden value...so it is not fixed...

Could this be the "steam engine" we've been hearing whispers about? if it gives acceleration, that would certainly make sense.

Based on the dates from their comments, I believe that jack and ReaD are actually discussing the ship speed up add-on skills from ship rebuilding.
