these are items you get them in NC treasure boxes etc (the symbol may not be the same but i believe they were in 1 of recent TB)

what are the requirements for 5 sec tech reloads?
i heard 75 tech n 90 tech, and also that i need master tech in at least 1 weapon type.

can the tech number be made up of adv/trade/weapon tech or does it need to be just weapon tech?

If you're asking about the final slash (r5 tech). For the sword as an example, you need:

- Acquire all r4 Sword Techs (power, speed, feint)
- Swordplay R15
- Sword Mastery R13
- Finesse: 46 on all 3 (power, speed, feint)

quest is in Chongqing, you will be summoned there one you have all the requirement.
