Well, it says "item effect" but havent seen any of that kind ingame

The only effect similar to that I've encountered, was using the Carnelian knife / dagger items (seems there's also spear, with same effect). It was basically half an hour gathering, with no vigor consumption.
It's a nice gadget, but I'm personally finding it pretty useless, especially with the cooking skill developed.
Additionally, even while gathering, I still had to be using the vigor in order to produce stuff on location, thus squash it down in a quickly-filled ship hold.
