Talk to the itemshop guy, select "donate item" and you'll see the development levels. City official shows it too I think.

You can also present discoveries to the city official and donate ship to the shipyard master, though I'm not sure what that does. I just donate items like jewel turban.

availability updates every monday. If development drops too low when it checks, no dungeon for a week. everything has to be over 40k development iirc.

This port's development is tied to a three-part point system: Culture (Adventure), Commerce (Trade), and Armanent (Battle). Donating certain items help add to these points, raising its development in that field.

These deliveries must be done continuously in order to raise/maintain the port's development to a certain point as the server recalculates the three fields every Monday; if Lima's development is not kept at 40k or more in all three fields, the town regresses and access to its Lima Church dungeon becomes impossible until its points are raised to the proper level again (or you go by way of ESBT). Borrowing from Stinker's old NetMarble guide, the best contribution items are:

Commerce
jewelled turbans
yellow and red gem books (about 5 times as many points as turbans)
clothier and harlequin books (about 3 times as many points as gem books)

Armament
large extra spankers
silver-plated armours (about 5 times as many points as spankers)

Culture
Danu figureheads


I'm sure there's a better guide on this in the forums or something. Just leaving this here in case it can help people who peek in the comments. Cheers.
