I was curious, and did a little digging... looks like you can't get one from any in-game quest; it was awarded to players during an event in the past who spent $20 or more on the game. Kind of a shame if so, since it's a neat looking pet.

It was not for spending 20$, they were actually in a treasure chest IIRC, and alot of them were in the game at the time, you could find them anywhere from 5m-50m pretty commonly.

However, the deed can be traded/sold and so they are quite easy to obtain on Maris server. Further info:
