Quite welcome. In order to equip this pet, you must have R2 Quarters. If I recall right, this requires:

35 total levels (adventure/trade/maritime levels can combine, or you can just get 35 in one field, your call)
10k total fame (same as with levels, just with fame instead)
8th Knight (4 court ranks)

Once you have r2 Quarters, you're good to go.
