It's a very recent change. Probably just since the last patch. I'm wondering if they raised dev cap, and when Seville exceeded a threshold it opened up? Could also be they just decided to remove the restriction, or it could be a "bug". Enjoy it.

I know before the patch I could not buy them in seville. I know this because I got frustrated with the lack of co-operation from spanish players when I was trying to get somebody to buy me some and sell for a quick 2 mil profit on each of them.
After 30 minutes of trying to get somebody to help, I ended up making a Spanish character just so I could get a couple. I'll be interested to see if I can buy any the next time I'm in the area.

Indeed. These restricted parts were a small part of the reason I went six nations (one to go) with my SB char. It's very convenient to stock these and have them on hand for fleet customers. I wasn't profiteering on them though, and think it's generally a good thing that anyone can get them currently.

I want to ask shipbuilders who uses this part and Traverse rope to add wave resistance. Do you have a feeling that this part fails more often than Traverse rope in terms of bad successes?
Today i improved LMS from 1/5 to 5/5 and get 4 WR's less in total than excepted.
I had 3 identical improvements (2nd, 3rd and 4th):
DStorm sail + Admiral's cabin + Anti-rolling tank
and i expected +7 WR from each, but i got only +5 +6 +6.
Maybe I did something wrong?

There is no difference between this part and traverse rope. Superstitions abound, but new ones only come about when someone has some unfortunate luck.

I don't build ships very often, yet :) So I want to ask if it is normal to get +5 +6 +6 instead of +7? Should I expect these types of failures in the future?
By the way, rank 20 shipbuilder was in fleet with me during improving.

I have used these to good effect, i dont' ever remember getting a bad build on these, so you either had incredibly bad luck or your r20 wasn't a r20

It all depends on the ship being modded. If the required rank for that ship and round (the req goes up for each round) is really high, then success rate suffers compared to lower rank ships. I use this part extensively, and the only time I've got less than calc is when the required rank for the ship is 20 or more, and that's normal. This is why people say certain ships like FIS are tough to mod, you need a lot of luck to get good results.

Just to add: This is also why you should plan your builds to include the most important stats in the early rounds, and/or the use the parts with the worst penalties in the early rounds. The increased success rate of lower ranked rounds will help mitigate those penalties to some degree.

One more thing: There is no way to tell which part failed on each round. It's not really rational to blame this part, when any of them could have failed. It could have even been different parts failing each round...

there is a rumor/myth that using the same part in the same build (ie 2 anti-roll tanks) leads to more fails. I don't know if this is true or not, but just in case of that I do set my builds up to avoid using two of the same parts in the same build. If that means buying a traverse rope to use instead it's just a couple more million to cover the bases.
Paneling always goes on the very last build for the ship unless it's a panel/reset job for the reason given earlier, more likely to get a bad build result on the later improvements.
