Don't think Japanese has cash items, being a paid server and all, perhaps you meant on Korean or Taiwanese server this was cash item?

In fact, Japanese server's billing system consists of monthly subscription, upgrade ticket (charged in major expansion like 2nd Age)
and item-based payment. Delphin Moon Sail was a giveaway of playing guide in JPN server.
As for forging tools, they are not charged items but can be obtained in middle floor of E.A. dungeons.
