'Ey, I got one of these from talking with Emperor Santa in Stockholm! I ain't opened it yet, though. You may not be able to get one if you haven't done the Santa Coin event, dunno for sure.

The message Emperor Santa gives is: "Oh it's you. With the help of many I was able to set up a Christmas Tree in this city. Please take this as a token of my gratitude." So I'd say yes, you most likely have to have completed the Santa Coin event to get this.
