If you've got the archive map and skill ranks listed, use Search to find the discovery. Then trek over to Massawa and create the ornament there via the Sculptor NPC. If you click the Discovery card itself, you'll see a note on this step there (and it's on most but not all ornament-craftable discovery cards on ivyro too). Cheers.
