The rule of discovery skills (Search, Recognition, Eco. Research): Be within 2 levels of your target (R12-13) and discovery will succeed, eventually. Boosting to or above the stated level (R14 in this case) works too. Unlock follows the same "Rule of 2" for discovery maps, but for quests, Unlock's level (base or boosted) must match or exceed the requirement.

(I know that you and many other players more seasoned and learned than I already know that fact, but I'm just leaving this note for future players who might find it and not yet know.)
