    Having clicked the Japanese button at the top of this article page, and then searching for its item name in Japanese, I came across this:

    It seems you can use this item to temporarily use four skills at sea, instead of three. It also appears to have been released during Ancient Glory... whether or not something like this will be made available in our version of UWO remains to be seen.
