the navigation permits are for coursed navigation... when you choose the option to set sail there is an option that says course navigation.. this will auto sail you to you destination of choice..

This thing is a piece of crap, it does very slow auto-pilot, cannot use sailing skills and pirate npc/player can attack you and cancel it.

its not crap at all, perfect to auto sail in safe waters during dinner eg. it makes you save time from some boring routes. of course it's not good in unsafe waters or if you are not afk, just need some brain to find the right use for it...

In fact, I know what you're saying. Here's the answer I've got today from NM:

"With regards to your inquiry about the course navigation, the system is currently limited to locations on the current ports range to up to 5 permits above 5 permits you will not be able to use course navigation."

Which means I can't go straight from Lisbon to Venice by design. Blossom.

Just found out, you also can't use these in lawless waters. Not that it matters too much since it's not wise to use these outside Europe/safe waters unless you have blue flag.
