The correct name of this item is Decorative Small Boat Blueprint. Gives Add Ship Equipment upon activation. Makes the user to avoid getting ambushed by NPC with high chance, and lasts for 24 hours. Using it will make your currently equipped "Back Left" and "Back Right" deco ship spot, not visible, and changed with a pair of wooden boat.

Another info: Upon using this item, when you sail to swarm of NPCs (like Red Sea for example), the pop-up message in top-left of screen will triggered with your Sailor saying:

"...Those are enemy ships! Let me deal with them here, Captain!"

Along with the blue message in chat that says: Sailors used a small boat as a decoy and a battle was avoided.
