Got a few from new dungeon in Rome, from the chest in hidden passage in upper floors. Wonder how it works. And it is not tradeable :)

I got them from the Hidden Passage in Rome.

As the description says, your active skills will be prolonged when you're using them while sailing. Benefit of this is that this saves you some vigour on sea.

I just fired one of these, the actual effect is kinda useful, not huge benefit but nice to have - and lasts for 2 weeks! The bubbles look very funny. I have another 3 so I guess I'll be bubbling all summer.

Apparently this can come from Purchase Request Ticket (No.6), sold by the Immirgrant NPC Norman for 500k. It's random, though, and still non-transferable.
