In the upper right corner of your game screen, look for a red treasure chest icon. This is the "Use Item" button (hold the mouse over it and it should even say as much). Click "Use Item", and it brings up any items in your possession which can be "used" -- including this one.

I see my problem. I already had 50 items in my inventory so "using" the item was not an option. I needed to free up some space.
