Yes it is. Beware though: If you have previously purchased and used this when it was offered back on NetMarble a year or two ago you cannot use it again to gain extra skills. You also cannot trade or sell this.

Also, non-refundable. Too bad they don't have coding in place to keep you from buying it again, if you can't actually use it.
