First you have to log a pirate in your Bounty List under the journal.
You have to have been attacked and log the pirate before you can use this.
Once you have done that you can then use this to find the location of that pirate.

Anyone know if you are a pirate and someone uses this on you, is there some sort of notification to the guy being hunted that the guy who placed him as his bounty has determined his location?

No, a pirate does not get a notification that the poster has been used on them. Not only will it show the sea the pirate is in, but also when the pirate enters ports/buildings it will show exactly where they are in town too.

One is able to share the bounty record with the fleet members. So when your friend 'Helplessvictim' is massacred by pirate 'Foulbreath' u can fleet up with Helplessvictim, register Foulbreath as your Outlaw and hunt him down with the help of this item to avenge your friend and make the sea a bit safer place :>

I just noticed that these no longer appear for sale in the item shop in the major city ports where their supposed to be sold. Did KOEI remove them from the game? Will investigate this later...
