Venin privateers in gulf of Guinea drop this. Fleet of four, two galleons, two smaller galleons. I got a couple quickly without plunder skill at all and in the wrong type of job entirelly. Doesn't sound like a rare drop then! I just meleed all four, in case it matters I think I always got the sail paint when beating the smaller ones.
