how is it different between navy dispatch request and reinforcement order(or skill)?

The difference is that NAVY dispatch will enable a ship (usually a battle galleon) from your nation to help you, whereas reinforcement order allows others (players, not npc) to help you, so basically
NDR=NPC help
RO= Player help

so that's mean:
NDR = NPC help = Request Convoy skill
RO = Player help = Request Reinforce skill
