Plunder from Venetian Royal Navy NPCs, or Wandering Privateers (surprise attack NPCs in the Pacific region).
You can also obtain this through use of certain items, but I do not know whether those are available on your server.

Maybe its quite easy to plunder from venice fleet ,, but do not forget ,,
Easy to obtaint but the effect for player pirates was greatly usefull , to the one wish to become a normal person
So the price cannot be cheap , have to around 5M ++

Steward it's a troll there's no such fleet in rapa nui
The fleet is in front of venice, just dock and sail slowly in front of venice when your status to venice is "hostile" , the Venetian elite fleet will spawn

Get Succesful plundering 1&2, Seize Cargo, Rare item plunder skill and they'll drop like 1-2 in 2 fleets ( average drop rate, could be lower or higher depends on your luck )

It's kind of ironic any pirate would want to reduce their noto using pardons when the next moment after their noto have been reduced, they would pirate someone again and it goes back up. Isn't it kind of a waste of money to buy / kill for pardons when you can simply just leave the noto as it is and continue to pirate away ?

No it isnt ironic for this reason the reason they choose to buy pardons cause they wish to go white for the time. What is ironic is that they complain about pricing when they steal from other players to begin with.
