It mostly works if your on really bad terms with them or any other nation (Hostile or Warring). Otherwise just keep sailing normally and eventually it will drop back back to normal.

Just a note, these things can be plundered from the ambush fleet "Regional Privateers" (not the ones you can see, the hidden ones that attack you) in the Peru Sea Basin.

They're kind of annoying to plunder though, because usually it's only a single ship with about 100 crew, so you may want to get a lower crew ship or adjust your crew accordingly. The actual rate of plunder isn't too bad, I usually got about 2 per fleet while doing my best not to kill them.

Remember to turn off caution and not be in a ship with high lookout so that they can ambush you.

So it's been about a year and half since Alzalith asked the question, but since I recently started the defection process, I also have the same question. Alianore has a website with the most complete pet finding items & locations. After scanning all of the seas & landing areas that are listed, it appears Discharge Petitions are not available by pet acquisition. They are only obtained through random award at colony printers or plundering.
