On the 19th of Apr 2014, I mentioned that this plating could be found during the Spring Spirit event and that's all I said. "Purification FleetA" deleted my comments. I wonder if it's a technical glitch ?

They are NOT obtainable from shipwrecks. They are/were only gotten from a one time event that was held a year or so ago, and from Sailors bottle.

I'll bite: what is it that makes these so valuable? I'm guessing the armor value plus the lack of slowdown, but I confess to not knowing as much about Maritime things as I could.

Armour platings boost your acceleration, so for non maratimers these can help a little bit without slowing your overall speed down. At only +4 armour per plating however, it only adds a small boost for acceleration. It's not much, but helps just a little bit.
