This can be found in a hidden passage shop located in the lower floors of Giza's dungeon. It appears to be the sole accessory in the game capable of raising the Handicrafts skill, which is undoubtedly why it costs so many Roman Coins.

"Scarab of Lapidary". In addition to the permanent Roman Coin shop option listed above, this +1 Handicrafts accssory was also present in the Cargo King Mystery Bottle (released 7/22).
