Concerning the above comment: discovery-type shipwrecks can be repeated regardless of card status if you use Letters of Appreciation on a named national NPC fleet in the appropriate sea zone and select to receive a shipwreck map; however, it may take more than one attempt and it costs 8 letters per wreck map.
