That'd be the Ranjeet Gang Lv29 NPC.

Fun fact: this weapon looks like a common axe type, but the game recognizes it as a throwing knife type weapon and it's even worn on the hip like knives tend to be. Possibly the only axe-looking weapon in-game which that can be said of.
