Can be produced at your nation's secretary through a special production recipe, if:

1. You've played the Atlantis chain up through Solar Barge construction
2. You've made the Barge and visited Atlantis for the week (Atlantis moves every Monday at 10AM PST server time, resetting your Barge status for that week)
3. Your nation has enough Ancient Technology Research points (amount required seems to vary between nations)
4. Atlantis is actually in the game. If it's not, then steps 1 through 3 become impossible, and you'll have to wait for it to come back -- if it ever does. (Take heart; on JP servers, it returned every few months for one month at a time).
