I have seen this dress with the following stats: +2 fabric trading, +1 textile trading and +1 dye trading.

Does someone know how people got these dresses, and if they are still obtainable?

via Sailor's Bottle, check the CSs for it, u should find there at 30-50M ;)

This dress can be obtained through certain combinations during Holy Roman Emperor elections. Don't ask me how; I never did figure those combo mechanics out. But you should be able to acquire this and other combo related items in Maris server from HR elections or by purchasing said items from players who received them from combos. Cheers.
