For the record: this outfit was available on Asian servers as part of a series of Tierra Americana patch pre-release events. Specifically, "New France Pioneer" (this one):

I doubt it will ever be released on Maris due to its poor stats. But if someone ever wonders about it for some reason, now they have the answer. Cheers.
