from ghost fleet , you can find the quest at Santo Domingo , the first quest needed only Spanish with 8 stars , you only need run around Santo Domingo and asking npcs when next quest you will face the strongest npc fleet in this game
10 ghost battle galleons 200 sailors each ship
- Penetration - Ballistic - Evasion
- Smoke shots
- cant destroy their sails as well as cant use magic to damage them
